Municipalities sit at the centre of South Africa’s digital transformation. From service delivery to economic inclusion, the ability to plan, govern, and implement broadband infrastructure is no longer optional, it is foundational.

This programme equips municipal leaders, planners, and practitioners with knowledge and tools to confidently navigate broadband ecosystems, digital infrastructure, and emerging technologies shaping the future of cities and communities.


Programme Overview

Broadband and Digital Skills for Municipalities is a capacity-building programme designed to strengthen the ability of local government to lead in an increasingly digital world.  Delivered by the LINK Centre at the University of the Witwatersrand in partnership with key national and international stakeholders, including the Foreign, Commonwealth & Development Office (FCDO), Department of Communications and Digital Technologies (DCDT), Cooperative Governance and Traditional Affairs (COGTA), South African Local Government Association (SALGA), the programme provides a practical, non-technical understanding of broadband infrastructure, digital ecosystems, and governance frameworks that underpin modern municipal service delivery. 


Participants will explore how connectivity enables smarter municipalities, improving service delivery, enabling economic participation, and supporting inclusive digital development.


Programme Structure

The programme combines expert-led masterclasses with in-person training sessions delivered across participating provinces.

• 3 expert-led masterclasses (online)

• 4 x 5-day in-person Wits University accredited training programs across 4 provinces

• Practical exercises, case studies, and municipal-focused action planning


The learning experience is designed to support real-world application, enabling participants to develop digital strategies aligned with municipal planning frameworks such as Integrated Development Plans (IDPs).


Programme Locations

This programme is delivered across multiple provinces, directly engaging municipalities within their regional contexts:


• KwaZulu-Natal: 10 Districts and 1 Metro

• Eastern Cape: 6 Districts and 2 Metros

• Limpopo: 5 Districts

• North-West: 4 Districts


This regional delivery model ensures that learning is grounded in the realities, challenges, and opportunities of each province.
